Hillcrest Community Centre, Vancouver’s leading destination centre —located near Queen Elizabeth Park — has activities and programs for all ages and abilities. We have an aquatic centre, fitness centre, ice rink, gymnasium, indoor cycling, multi-purpose rooms, a games room, dance studio, playgrounds, childcare centre, and café. Our award-winning complex is a Vancouver Green City facility and is certified as LEED Gold.
Riley Park Hillcrest Community Association (RPHCA) is a partner with the Vancouver Park Board in the delivery of community programs at the Hillcrest Centre. RPHCA is also an important voice of the local community providing an integral piece in the overall development of programs and activities offered at the centre. Additionally, as advocates within the community, Hillcrest Centre welcomes the opportunity to connect with other local members and organizations through the RPHCA, which ensures we remain relevant to the wider community needs.

Prior to becoming the Chair of our RPHCA Programs Committee, Dave chaired both the Arts Committee, and the Finance Committee at West End Community Center. He established the Arts program and the West End Art Show, both of which have been a big hit. It is important for Dave to understand the needs of the community. After an assessment, Dave expanded programs for seniors, young adults, tweens and children. As a result, he turned a large deficit into a profitable organization without cutting any programs. In his personal time, he enjoys reading, playing football, softball, hockey, baseball and exercising. He is a regular patron of Hillcrest Community Center and a long time Vancouver resident.
Ken Charko serves as the Vice-President of the Riley Park Hillcrest Community Centre Association for the past seven years; it is the largest community centre in the city and an Olympic legacy center, and is also the Director of the British Columbia Motion Picture Association and a Grassroots community leader.
Ken Charko has many achievements, just recently he received the Vancouver Chamber of Commerce Business of the Year award and past nomination for Environmental Innovator for the City of Vancouver. In addition, The Jewish Independent had named him “Champion of the Arts”. This is among a variety of accomplishments from being a small business owner.

Morning Lee
Director
In addition to being an investor & business consultant, Morning Lee also served as a director and co-founder for the Stop Anti-Asian Hate Crime Advocacy Group. In 2019-20, he also served on the Board of Directors of the Vancouver Fraser Lions Club and Maple Leaf Anti-Racism Actions Association.
Morning immigrated to Vancouver in 2005 with only $200 left in his pocket and started his new life as a $9/h delivery person. Through the years, he’s become a successful entrepreneur, and created many businesses involving shipping, furniture, moving, IT, cleaning, real estate, trading, mining and education.
Heidi Ng
Director
Heidi Ng brings a diverse perspective to the boardroom by combining a thorough understanding of municipal government, strategy and guidance to provide thoughtful insights that help make informed decisions. Having worked in the local municipal, post-secondary education, and provincial health services settings, she is able to draw a wide range of experiences which enables her to collaborate effectively and engage with the senior management, board members and our community.
Since 2021, Heidi joined RPHCA and has become familiar with the daily operations, and has helped re-establish the Programs Committee. She actively provides oversight over certain key functions and is passionate about social events, children/youth and programming for our community.
Currently, Heidi is a graduate of Simon Fraser University and holds a Bachelor of Arts degree, a certificate in Local Government Management Association of BC. She is fluent in Cantonese, Mandarin, and English.
Maria Voline
Director
Maria is from Israel, and made the bold decision to move to British Columbia twelve years ago. Her journey took her to pursued her passion for psychology at Vancouver Island University. Maria embarked on a career path that led her to various roles in the field of human resources.
However, seeking a new challenge, Maria decided to transition her career path to the community sector. Her compassionate nature and ability to empathize with others have allowed her to connect with individuals from diverse backgrounds and support them in various aspects of their lives.
Driven by a desire to make a meaningful difference, Maria recently embarked on a new chapter by accepting a position at a Jewish community center in Toronto. Her background in psychology, coupled with her previous experience in HR and her understanding of the real estate industry, has equipped her with a unique skill set to effectively engage with the community and create impactful programs.
Ray Chang
Director
Ray was raised in Metro Vancouver. He attended Edith Cavell Elementary and graduated from Sir Winston Churchill high school IB program. He earned a bachelor in science from UBC. He has served as vice-president of the Riley Park Hillcrest Community Association for 3 years. His community involvement has spanned work with many organisations including BC Children’s Hospital, Red Cross, and VGH. He has led physiotherapy and adapted aquatic classes for seniors with disabilities and taught piano to elementary students.
Ray has re-joined the RPHCA to work with like-minded community members to make the community a better place.
Ray is currently studying Medicine in Australia and plans to return back to Vancouver.
